Scott J. Arnold
"FMCSA Clearinghouse Compliance"
Scott J. Arnold is an Enforcement Program Specialist in the Western Service Center at the Federal Motor Carrier Safety Administration (FMCSA) within the US Department of Transportation (USDOT). He began his tenure at FMCSA in February 2014 as a Safety Investigator in the North Dakota Division and has over 14 years of public service. Scott is a member of the FMCSA Drug and Alcohol Technical Advisory Group. The subject matter experts comprising the Technical Advisory Group conduct Service Agent reviews, provide regulatory guidance to internal and external stakeholders on a frequent basis, and attend national Drug and Alcohol conferences giving regulatory guidance and updates on USDOT Drug and Alcohol regulations. He will be presenting on the FMCSA Drug and Alcohol Regulations and the Drug and Alcohol Clearinghouse. He will be available after the presentation for any FMCSA related questions.
Bryan Price
"Drug and Alcohol Program Management Best Practices"
Bryan Price has served in various roles at the Federal Motor Carrier Safety Administration (FMCSA) for over 32 years.
In his initial assignment, Bryan conducted compliance investigations of motor carrier operations as a safety investigator in Missouri. Following his stint there, he was promoted to FMCSA headquarters.
For over 25 years now, Bryan has been directly involved in developing DOT truck and bus safety enforcement programs on a national level. Most notably, he led the development and implementation of FMCSA’s performance-based safety measurement systems used to identify high-risk motor carriers and drivers for enforcement intervention. In addition, he led the successful implementation of data system connections and partnerships between FMCSA and commercial truck license plate agencies in all 50 States, making it more difficult for unsafe companies to maintain license plates.
Between 2014 and 2021, Bryan served as Chief of the FMCSA’s North American Borders Division working with the Governments of Mexico and Canada on implementing the land transportation provisions of NAFTA, the USMCA, and other cross-border safety initiatives.
In the Fall of 2021, he began his current position as Chief of FMCSA’s Drug & Alcohol Programs Division.
He is a graduate of the University of Arkansas where he majored in business and transportation.
Bobbie Mizushima

Bobbie Mizushima has been the owner of MCC Drug & Alcohol Screening for the past 11 years, when she recognized the potential to impact the safety of our community. The mission Bobbie holds for MCC is to be the most knowledgeable drug and alcohol resource, providing flexible solutions, and contributing value to the client at every point of contact. Bobbie will be presenting on how to determine if reasonable suspicion for drug and alcohol testing exists in the workplace.
Christopher Atkins
"Drug Trends That Affect You"
Special Agent C.J. Atkins has been employed with the DEA since 2016. SA Atkins spent five years with the DEA in the Kansas City District Office leading a multi-jurisdictional drug task force and serving on the DEA SRT Team. SA Atkins then transferred to the Grand Junction Resident Offices where he currently serves. SA Atkins has specialized in conducting complex conspiracy cases and cases related to overdoses. As a part of these cases, SA Atkins worked closely with industry professionals which were able to get new law established relating to mental health professionals providing assistance for drug abuse issues. Prior to the DEA, SA Atkins worked for approximately 6 years as a narcotics investigator in Georgia. SA Atkins also served in the United States Army and was a weapons instructor for the Army’s Small Arms Readiness Group and a member of the rifle team.
Bob Bever

Robert (Bob) Bever is the Chief Catalyst at RLB Partners. “Great things never come from comfort zones. My objective as a strategic business coach is to challenge business owners to move outside their comfort zone. Being a catalyst allows me to increase the rate of change needed to achieve goals.”
Bob has been leading, developing, and training people and teams for over forty years. In 2013 Bob launched his coaching practice, RLB Partners, providing strategic business coaching to business owners who desire to grow and reach their goals. His passion is to help leaders grow their businesses by adding value to them - daily. He has managed both volunteer and employee teams ranging from 10 to over 500 people in his executive leadership roles. His coaching career includes working with CEOs, executives, leadership teams, and personalized life coaching.
Bob attended Trinity University in Deerfield, IL, graduating magna cum laude with a BA degree in psychology. He also graduated from Moody Bible Institute in Chicago, IL, where he majored in communications. As a motivational speaker, he has presented to audiences of over 1,500 attendees in the US, UK, Brazil, Argentina, and the Philippines. His speaking and writing span topics from theology to business management and personal development.
Bob’s abilities in strategic planning, vision casting/clarifying, problem-solving, and his passion for serving people are the basis to help lead, inspire, and motivate business teams to achieve their objectives. “Often, businesses either lack in the planning process or the implementation of the plan. Both are critical to success. Execution without strategy has no purpose, and strategy without execution has no value. My role is to help businesses ensure both occur.”
